Pirated DVD's Rampantly Sold in the Philippines

In the Philippines, there is rampant selling of pirated DVD's of almost all kinds of movies. Sometimes, they can even produce copies of movies that are not yet shown on cinemas. I wonder how these sellers are able to still sell their products in the market without any fear of being caught. Maybe they are being protected by some government officials that were paid just to protect them from any possible cases that will be filed against them. Even if there are raids in markets where they sell copies and confiscate those dvd recorders, still they cannot stop the abundance of such black market. Most people selling these products are Muslim people I don't intend to discriminate them, it's just that they are not afraid of how the law strongly prohibits such business. That's the sad thing about the Philippine government instead of serving the people honestly, they tend to overuse their powers for their own consumption. Most government officials are being paid just to keep these people doing their businesses. It's sad to realize how people are becoming greedy nowadays without even thinking on what it can give to the country.
